is in the First House, rising, and retrograde. William Lilly warns against horary charts with Saturn in the First House,
noting that Saturn’s in uence means that the matter will almost never work out well for the querent, especially when Saturn is retrograde.
But that’s not the only consideration against judging this chart.
With Libra rising, the chart ruler, and the planet that represents the querent, is Venus, and it’s hard to imagine Venus being in worse shape. Not only is Venus retrograde and peregrine, but Venus is also combust
(within 8 degrees of the Sun). In fact, Venus has just come
out of a rare Venus transit, when Venus actually occulted (eclipsed) the Sun.
According to Lilly, when the Lord (Ruler) of the Ascendant is combust, the event won’t happen, and the seeker will not be happy.
Right away, we’ve got some very clear “No” answers to this question (and a warning that the client isn’t going to be happy
with the answer).

the Moon is slow in motion. is is a negative consideration because the Moon is usually the driving factor of timing in horary charts. A
slow Moon means that events are not likely to progress quickly.
